I checked the primetel website and there is no mention about the 4mbit package.

You are wright, Primetels prices are without VAT.
So for 4Mbps is €69.90 vs €102.35 plus in Cablenets Package include and CableTV!

in Greece they pay for 24mbit but the actual speed they get doesnt even get close to that they might get 10mbit, or their modem doesnt synchronize so they stay with less speed packages

a friend has a 24mbit, his actual speed is 21mbit and downloads 2.8 megabytes in 1 second without problems.
