unfortunately or not i have primetel at home. i need to set up a web server, is that possible? someone said that i have to set the pc with this settings:
IP Address:192.168.2.10
Subnet Mask:255.255.255.0
Default Gateway:192.168.2.1
DNS Servers:217.27.32.196 and 217.27.50.125
my ports are all open. when i try to connect on the ip that whatismyip.com returns, i get a web page that needs a username and a password to connect. and i am wondering, is that my ip or am i under some other primetel router?

how can i connect remotely on to my pc?

i think you need Dynamic DNS Service where your Server must be routed outside of your network. DDNS Service will allow you to actully assing your domain in your network and access it using your router or if you dont get the job done with the limited feature router the ISP gave you. If your router Supports DDNS it will be fine else you must by an after sales router that supports this service. Usually any Linksys router will do that
The Router offer a Dynamic Domain Name System (DDNS) feature. DDNS lets you assign a fixed host and domain name to a dynamic Internet IP address. It is useful when you are hosting your own website, FTP server, or other server behind the Router. Before using this feature, you need to sign up for DDNS service at www.dyndns.org, a DDNS service provider.

Follow some simple rules to check piece by piece your whole network.

Since you have setup your webserver with IP address 192.168.2.10 and you have it on their ADSL router, then you should be able to have another computer , if possible, on same router with IP address on same network .e.g 192.168.2.11.
From computer with 192.168.2.11 you should be able to browse the webserver using ip address http://192.168.2.10. If it does not work the problem must be on your webserver. Check ports on webserver , windows firewall etc.

Since they gave you IP address 192.168.2.10 that means their router uses NAT and it could be doing port forward from public IP to local IP address . Most probably is the IP address (192.168.2.10) they gave you.
If all ports are open on their router then it should be working .

Try also from another location to access your public ip address.
I mean not from a computer behind the same ADSL router that you have the webserver.

About the webpage that asks for username/password usually on the borders of the window you should see the model of the router you are trying to connect. At least this is what happens  with my D-Link.

If not then something else is blocking it.
Call them and ask for Technical Support
