I assume from reading the forum and looking at the pricing, that you pay a fixed amount for access, not usage ?

If so, is there a "fair use" policy, or "soft cap" of no more than 100gb on say a 1mb line? (assume dif isps have dif policies)
All companies have some limits on the amounts of bandwidth they will allow you to consume before they slow your connection down. Unfortunately, to my knowledge, non of the providers publicizes what those limits are.
I'll prob start with NetRunner 1000/NetRunnerPlus, anyone on netrunner 1000 who can give feedback on http downloads, average speed on this type of line.
Netrunner is typically the slowest. While http downloads are usually fine, downloading via other means (ftp,p2p etc) can be extremely slow due to port filtering.
I'll be using the line pretty much at full throttle, and prob order several lines and blend them together.
Using your bandwidth at full throttle 24/7 will almost certainly result in your speed being reduced after some point. From what I hear Wavespeed is the most "forgiving" at the time being and they might be your best bet. Also if you are in an area with Primetel coverage you might want to check out the FastLane packages of Netway.
