OTEnet had recently launched an ADSL product line based on its own network.

The lower priced packages, however, had specific download limits that restricted users to 1 to 4GB per week during peak hours.

This specific limit has now been removed and is being replaced with a "fair use policy".

According to OTEnet support what is "fair" is about 20GB per week after which your download speed will be reduced slightly.

Almost all Internet Service Providers apply "traffic shaping" in one form or another. The difference is that most of them will just not tell you about it. For this reason you shouldn't expect that you will be able to download non-stop at full speed with any of our ISPs. 20GB per week is plenty for most users. Have you measured how much you consume on average with your current connection?

Unfortunately the ISPs can do whatever they want regardless of what they say since there is never a guaranteed speed with ADSL. The only way you can find out how good or bad is a service is by trying them out or to wait until others try the service out first and read their reviews.
