That sounds pretty much what I'm hearing No_Fear, it is a case of competition stifling progress.
The 4mbit offering does not sound so good when you add up the total cost including the Cytanet portion. The same applies to the former 1.5, now 2 mbit offering.
We are still playing catch up, sure, our upload speeds have gone up, downloads are still way behind the really serious countries in Europe, even Hungary has better and one of the players there is none other than Cyta (which has the majority stake). See:

Home packages are 1,3,5 and 7mbit, with prices ranging from 6CYP to 25CYP
Why can't they offer similar packages/pricing here?
These prices are all in prices for the full package (ie i-choice plus ISP)
